Obtain a Contraband Lockerbox Key.
Use it to recover Splint’s gear from Contraband Lockers.
Return Splint’s gear to him.

Step-by-Step Walkthrough

Step	What to do
1	Accept the quest “Tools of the Trade” from Splint.
2	Acquire the Contraband Lockerbox Key (may involve purchase, loot, or another small quest).
3	Find the Contraband Lockers location: these are probably in a place controlled by Highwaymen. Search carefully; some may be guarded or in risky zones.
4	Use the Key to open the lockers, retrieve Splint’s Gear.
5	Return to Splint and give him his gear to complete the quest.
6	Collect your reward.
